Harmonisation of Power Distribution Systems in Lower Mekong Sub-region

The power distribution systems in the urban areas of the LMS countries do not have the same level of development. It is widely acknowledged that harmonisation in the development of power distribution systems can benefit these countries and accelerate their economic growth.

This programme adopts a two-pronged approach of capacity building and upgrading of specifications by the Utilities in LMS. It has gained depth and breadth since this harmonisation battle cry was first initiated in 2003 with five utilities. It has gained momentum since, and by October 2010 this programme would have nine power utility companies from the four Lower Mekong Subregion countries.

We continue to encourage the use of copper as the conductor of choice among the utilities in the implementation of the Harmonisation Programme by:

  • Providing them with solutions, processes and documentation in our activities
  • Involving the Utilities as proactive partners in the activities
  • Encouraging ownership of achievements
  • Using best practices as role models to conduct the activities
  • Applying peer pressure to emulate role models and to accept/adopt harmonized solutions

A three-year strategic plan was put in place to influence specifications of transformers and underground cables as self-initiated by the utilities themselves.

Objective

- Capacity building for urban planning and underground cabling systems

ii) Energy Efficiency Transformers
- Harmonization of standards & specifications
- Transformer replacement program with higher efficiency

- providing technical knowledge & practical solutions

Strategic Partnership

  • Nov 2005 - Signed Memorandum of Understanding (MOU) with Metropolitan Electricity Authority of Thailand (MEA) to formulate a regional strategic roadmap and action plans
  • Nov 2005 - Signed MOU with five major utilities in Lower Mekong Subregion to strengthen their technical and managerial capacities
  • 2009 - Developed and institutionalised standards and specifications of transformers and underground cables through two technical working groups

  • Jul 2007 - Underground cabling training for Ho Chi Minh City Power Company
  • Nov 2007 - Underground cabling training for Hanoi Power Company
  • Dec 2007 - Underground cabling training for Electricite du Laos
  • Sep 2008 - Underground cabling training for Danang Power Company
  • Feb 2009 - Feasibility study for Electricite du Laos to extend underground cabling in Luang Prabang (Laos –UNESCO World Heritage Site)
  • Mar 2008 - Regional Loss Reduction Forum in Phnom Penh
  • Sep 2008 - Regional Loss Reduction Forum in Hanoi and Ho Chi Minh City
  • Apr 2009 - Regional Power Quality Forum in Manila

Planning Ahead - 2010 & Beyond

  • To continue technical assistance and training program on harmonizing standards and specifications (especially for transformers and power cables)
  • To continue capacity building for Loss Reduction & Underground Cabling Systems
  • To organize training workshops on Power Quality for decision-makers and engineers
  • To identify sources of financing for the implementation of underground cabling system in Luang Prabang for Electricite du Laos
  • To facilitate the replacement program of old transformers with higher efficiency transformers in Vietnam
  • To expand program to other markets such as Philippines, Malaysia and Greater Mekong Subregion
